I'd plan to move away from WinHelp anyway. I'd use Vista as the final straw.
The death of WinHelp was announced in February of 1998, it's time to move
on.

was canceled, and that the download still isn't ready, I agree with you

Don't trust what Microsoft is saying. Just make plans to shift to an HTML
solution using an established tool vendor.
