Why are they not accessed as much as you would like? What do your users want
instead? Find that answer and you will find the way to reach your users with
your information.

If it's a matter of "we send it out, *they know about the docs* and *still*
no one reads it" what else are you being asked to do? It *is* your job to
give them the info and it should be in a location where they can find it.
Beyond that, control what you can - distribution of the doc, its content -
and don't fret about what you can't control - making 10,000 users read it.
