Ask yourself how your audience will look for documents down the road.

Capturing the date, bulletin number and name of affected product are
all good ideas. You should probably also include, at minimum, subject
and keyword fields so that specific information about the subject of
the bulletin can be encoded and, later, searched for.

Here's a good article on the topic of creating metadata for document
libraries; although it is written from the perspective of an
information architect creating metadata for Web retrieval, I think you
can get some useful information and food for thought out of it:
