Now see, that's interesting because I read it as "A customer wants a
translation and one of the sales guys decided that would be way too much
trouble so he went to the CEO and talked him into this policy."

The customer can pay for it without you handing over the source files
and making them responsible for future translations, and you could
retain control over the material. But then you probably wouldn't be able
to make the translated material available to other customers, you might
want to think about that too before your company decides they want
nothing to do with it.
