I don't think I would agree with that one either. If I had the
budget to implement an ECM/XML authoring environment
and hire the resource to configure and maintain it, a lot of
our department's current tools would be out of here in a
flash.

Well, for the record, I never said what you claimed I said. Yes,
people can be hired for non-writing tasks in a techcomm department,
but that still has no bearing on what tools you should use.
