I think the answer to this question depends on who the solution is
"convoluted" to. I can easily see a situation in which a solution is
created that is just a few point-and-clicks to the user (in this case, a writer generating online help), but is so incredibly complicated under the hood that a fulltime tool specialist is needed to configure and maintain it.

The nature of one's position has no bearing on what tools they should
use to produce Help. Or are you arguing that becuase it's a dedicated
position then it's OK to add the overhead of a convoluted Help
solution?
