Unfortunately, this can be true. Despite what you hear
at various company quality training sessions, there often
is no great return on the effort to "meet or exceed
customer expectations."

OTOH, if you can make a case to management that
with the right vendor management strategy you can
find a way to get them better-organized, better-written
documents than the ones they're getting now for the
same $20 per hour and then successfully implement
that strategy for them, you may be able to secure your
own $50 per hour position and also make your life as
the person who has to deal with what the vendors are
delivering a little easier and less frustrating.

Sometimes a poorly-organized, poorly-written document for $20 per hour is
what management wants versus a well-organized, well-written document for $50
per hour.

If you are stuck with work you don't consider acceptable, I recommend
pushing professionally through the chain of command to get some training
done or a better vendor chosen. Or, perhaps you will find out that what you
are getting meets a larger need of low cost, and there's nout you can do.
