spend on user documentation versus internal system documentation? Also, how
much control do you have on the projects you get to work on?

It varies. Right now it's pretty heavily weighted toward the internals, and
we have the same issues you cite: lack of interest from both SMEs and
potential users. As a group we have no real control over the projects we
have to take on, though I'm able to distribute them so that nobody gets
overly loaded with work that seems pointless (it isn't really pointless, of
course, it just seems that way when nobody cares about it getting done
except you and the "head cheeses" who assign them to you).

Just one suggestion: do your best to get your "head cheese" to task
the SMEs with some resonsibility for getting their own systems and
processes documented so that you are not the sole person being held
responsible for getting these things done.
