The "secret" is having a supportive management, which you don't
appear to have.  Having been involved in process implementation/
improvement at about a half dozen companies over the past 30
years or so, I can tell you that it happens because someone at the
top of the food chain decided that it needed to happen, put people
to work on making it happen and then made it clear to the rest of
the organization that they were expected to get with the program 
if they planned on remaining with the company.  In the absence 
of such direction, people left to their own devices and preferences
will tend to ignore all attempts to change the way they do things.  
Process improvement may be implemented at the grass roots level, 
but *successful" implementation is always tasked from the top
down.  You will only be able to "impose process," if someone far 
above your head  imposes compliance.
