I am in the Master's degree program at Utah State University, and all of our
work is done electronically. Although none of the classes I have taken have
offered tests (just lots and lots of papers), the courses are designed to
offer electronic tests.

My sister has taken several online classes to get her teaching degree
through Washington State colleges (http://www.waol.org/home/default.asp).
When her classes required testing, she was able to take the test at a
testing center near her home. This could be at a nearby school, college, a
Sylvan Learning Center, or other proctor that she had to arrange beforehand.

I am sure that most online courses offer similar options.
