RPM is the abbreviation for "revolution/s per minute," so
singular and plural are the same when applied to a one
value, i.e., "one revolution per minute" = "one RPM,"
"500 revolutions per minute" = "500 RPM." If referring
to more than one rotating object I would prefer to say
"RPM values" or "RPM readings," but if adding an
"s" is unavoidable, it's "RPMs."

"RPM's" could be a possessive (hard to imagine a valid
context offhand, but there must be one somewhere) or
(more commonly, I think) a contraction, i.e., "That
RPM's too high."

I'm having a back-and-forth with an engineer about how to write more than one RPM. She wants to write, "RPM's." I freaked and said, "No, that would be saying, it's the Rotation Per Minute's problem."
I know, it doesn't make sense.
I want to simply write RPM, meaning Rotations Per Minute.

Am I correct or is there another way?
