Contractors: Local jobs, out of town recruiters?

I have been seeing interesting local contracts announced by recruiters from 
anywhere but local.  This seems to be getting more typical, where a recruiter 
in Michigan or Florida or California contacts me about work 20 miles from my 
door in Washington.  What seems really odd is that they often do this a week 
or more before any local recruiter has the job listed.

What is going on??  One local telecom employer I know uses a big staffing 
provider with headquarters out east, and they fit this profile of contacting 
me a week or two ahead of local recruiters.  

At least 80% of the work I hear about between Portland Ore and Seattle WA is 
announced first by distant agencies. I sometimes send a resume, rarely hear 
anything more.  Is this for real, that there is a big de-localization of 
contract announcements going on?  

So, I am noting a change.  Does this ring any bells?  Anybody?
