It appears to mean that you need to edit the HOSTS file on the test machine by listing the network node where you have the .chm file. Look in your Windows directory for the file. You can read and edit it in Notepad. It should list the the machine hosting the .chm file by its network name.

If the file is on the same machine you're trying to test it from, then obviously the above suggestion is not the solution to the problem. In that case, perhaps someone else can offer a suggestion.
