Yes, they are modal.

Another responder calls things like this info boxes (which this client will
feel obligated to spell out, so they will become information boxes). What do
others think about that?

In which case, could they be windows in their own right? For example, "Click
Xyzzy to open the Data window, to which you can refer when completing the
form." However, if they are modal, IMO they are either dialog boxes or
messages because you have to dismiss them before you can proceed in the
application.
