I am constantly amazed by the extent to which software is poorly managed. I see it, others see it, and yet nothing seems to change within the industry. I think Cooper did a pretty good job at defining this problem and its source. Why companies don't make the move to manage application development better, I don't know. I can understand that there are business reasons, but it seems that better planning would result in a better product, fewer resources, and a higher profit.
