I don't create .chm, but I do use RoboHelp to create html help
applications, so it is a possibility.

I use the XML import functions in RoboHelp using my own XSLT
stylesheet, plus I have another
XSLT stylesheet for direct trnsformation to HTML outside RoboHelp.

Generally, I found it an extremely painless process. My XSLT handles
the link conversion (which is where
I encountered most problems) and RoboHelp happily takes them over.
