AuthorIT would do what you want very nicely. You can
use a common library of topics (topics can be anything
from individual paragraphs to graphics to...pretty
much whatever). You assemble a book by pulling the
desired topics into your book (sounds like Frame works
similarly). You then publish to the desired format, in
your case, probably Word. (Though you may run into
problems with the docs not looking the same on user's
versions of Word.) You can import existing Word docs,
though I haven't done that yet.
