I'd call this a case of bad feedback. "This is bad... fix it!"

You need to find out exactly what your boss is looking for to make it
engaging. Pictures? New layout and design? A different font? A
difference in the language? A clone of a "Dummies" book? Ala classic
Dilbert, a bunch of exclamation points?

If the boss doesn't believe that this is as engaging as a User Manual
can be.... s/he should have an example of what an engaging one is, or at
least be able to tell you what yours is missing. You're trying to make
the boss happy, and you'll drive yourself nuts guessing at what s/he
thinks will make the material more engaging.
