Well, to some extent you are, but let's face reality; no matter who
"signs off" on the thing, if something goes terribly wrong with it,
regardless of who the manager was/is the "responsibility" is still going to fall on you and the SME you worked with to create this document. I would create some sort of sign-off sheet that
assigns functional approvals to the SME for the technical content
and you for the document itself (structure, production. etc.). The
two of you should then indicate your approval and archive the
sheet with the document.

to me like I'm placing the responsibility on some poor guy who
happens to know most about the product but has no responsibility for
the documentation.
