I wouldn't count on it. If a catastrophe occurs the resulting
new laws may result in an increased demand for accountants
and various other sorts of oversight or QA professionals, and you might eventually see some ads for tech writers with "<name of new law here> experience," but the credentials required will be in the underlying technical field (accounting, SW development, QA, etc.). There won't be any more calls for writers "certified" in the new regulations than there now are for writers "certified" in regulatory environments like ISO
or SOX.
