Having a degree/being certificated etc doesn't automatically make you an
expert in whatever (e.g. BSc in computer science wouldn't make me a
programmer) - it simply shows that you have the basics (definition of
basics will vary - PhD would give more 'basics' than a BSc!). Once
you've got whatever it is you need to apply it to become a good
programmer etc.
Passing the driving test doesn't make me a good driver - just means I
know the 'basics' and you get (hopefully!) better as you drive more.
Same with TW - any certification would show that you have the basics of
writing, layout, etc. You may then work as a TWer in the Help field or
whatever and broaden/hone skills. Going for a different writing job
(non-help) those basics should help you transfer what you've learned and
also show that you're not just a help author. Plus, in a hiring
situation where all else is equal, it may give you the edge - that
little extra that differentiates you from the other candidates.
