One interesting experience I had during my last foray into contracting
a couple of years ago was that if I got a call from an agency/recruiter
about a contract at $30-$40/hr and told them, "No thanks, I'm billing
at $50-$75/hr and am fully booked for the next couple of months,"
I would often get calls from the same agency/recruiter a couple of
months later about contracts at the higher rates. I have no idea if they were actually from clients with bigger budgets or if they were also calling other writers and offering $30-$40/hr fpr the same contract, but there definitely did seem to be a pattern. Perhaps the fact that I was successfully charging a higher rate helped create an assumption
that I must be worth it or I wouldn't be getting it. Or perhaps it's just
that odd aspect of human nature that makes the unavailable seem more attractive (my wife claims that more women flirt with me now than I ever noticed when I was single... :)

From my experience, a good percentage of agencies are out there to
farm out work to anyone who will take it for a low-ball bid. These
types of agencies don't care how complex the work is, or how qualified
the candidates they send out to do the work are. They just like the
fact that a company is paying them $150/hr to staff a position and
they got some neophyte with a nice looking skills list to take the
contract for $30/hr (or less).
