In all fairness, I have. It usually comes from someone on the
development team when you have conducted your user surveys,
discussed the results with the Marketing folks and concluded
that whole chunks of information some developer or another -
including some managers - have been insisting on putting into
the documents for years and years, ballooning what ought to
be a 100 page user guide into a 300+ page tome, 2/3 of which
goes unread by the users. While everybody in the world does
not necessarily think they are tech writers, an awful lot of them
do think they know better than the tech writers what tech writers
should do.

I have *never* seen negative reactions to docs that were done well and
on time and budget. Positive comments that come from the user
community become testimony to the improved docs well beyond the
original responses from the existing management.
