Many companies do not feel any obligation to respond to applicants unless it's to invite them for an interview. With budgets so tight and ROI for the investors the most important thing, it's a matter of expediency. If you aren't the person that they want, they will not waste another moment of resources on you, let alone the cost of a stamp to send you a rejection letter.

A phone call or a quick email is better than no response at all. At least you're not wondering if they even received your resume.

It's a far cry from 20 years ago when I was in college. I was still a Freshman, while several of my friends were Seniors and looking for jobs. Pre-internet, you combed the newspapers, job boards and job fairs, gathered contacts, and sent out dozens or even hundreds of cold-call cover letters and resumes all over the country. One of their apartments had an entire wall papered in FOADs (rejection letters). It was both amusing and depressing at the same time to look at it. For every 10 cover letters they sent out, they probably got at least 7 rejection letters back for their effort. Today, I would guess they'd be lucky to get 2 or 3 back. A sign of changing times, I guess.

Oh, and in case you're wondering... FOAD can be "politely" defined as
"fly off and die" or "don't-call-us-we'll-call-you."
It was a very common term on campus-- "I got a FOAD from Ford yesterday, but I'm still waiting to hear from Caterpillar."
