I'm not sure what you mean by the last sentence. If you mean that any
*drawing* can be in a vector graphics program, then I agree.

Yes, that's what I mean. But every graphic we furnish is a drawing, whether or not it contains a bitmap from elsewhere. Keeping high-quality masters of these component bitmaps is important, but day-to-day we can work more efficiently in vector formats.
