John,

Not to be a nitpicker, but are both "performance track records" equal?
Do both candidates demonstrate comparable expertise in the areas your
company wants to evolve into?

If both resumes are completely identical in every way, and the only
difference is the certification, then it comes down to things like
budgeting time for interviews. If the cert gets you in the door with
the HR, then I cede the point. But I've gotten enough job offers,
interviews, and jobs themselves to say that this is not a 100%
absolute at any stage of the game.
