Sounds like a case for a multiple-author weblog. Helpdesk personnel can enter info and doc can edit it. You could set up RSS feeds to enable both sides to subscribe and be alerted to new postings. Naturally, someone must take charge and assign roles and monitor that they are being performed. That way responsibility is shared, but someone IS IN CHARGE. Maybe that role itself can be put on rotation.
This is excellent advice, and it's easily done. Of course, there are about fifty difficult and expensive ways to do it, too. Some orgs prefer those.
Lynden.com isn't simple (Lord knows why not), so the on-hand talent may not know what to do. Get a web developer who knows server-side community web apps. I know somebody in B.C., and any number of others globally.
