Is it possible to create a page break within an HTML table?

Not from WITHIN a table. You'll have to break the table, and reconstruct the headers for a restart on the next page, even using the CSS "page-break-after" property. See http://www.w3schools.com/css/css_ref_print.asp

Breaking the table should not be problem, if the table is actually for tabular data. You may have some tricky repair work if the table was crassly used for layout formatting.
