But if necessary, it could fake it by converting the raster frames
to animation cells. As for why, Bruce didn't elaborate, but I'd
guess the most likely reason is, "because the client requires it."

That's right, but it's simpler than that: Flash isn't a video stream.

It's like making a PDF that's nothing but an embedded graphic. You can do it, but what's the point? The graphic's now one-off from its native format, and no more usable for the effort.
