The primary factor is the native format. Quicktime is a raster video,
while Flash is a vector animation. Converting between raster and
vector in any format is an image quality killer, so the final .mov or
.swf files need to be made from the high-res original source.
Anything you find that tries to convert one to the other will not
produce results with decent quality.
