I suspect the reason for this distinction is that there are other kinds
of writers besides technical writers, and many people - some of
whom have tried in past years to work as technical writers - with
the misconception that they are all interchangeable and that there
aren't any particularly special skills that a "writer" has to acquire
to become a "technical writer." Most technical writers can recount
at least one experience where they had to work with or follow in
the wake of a "writer" who lacked the technical and/or project
management skills to complete a "technical writing" project and
ended up having to be spoonfed information by developers and/or
constantly hammered by lead writers or managers to stop tweaking
prose and get on with finishing their work to meet schedule.
