Whoever it is that enforces the entire project plan is the one who
will enforce the documentation part, so if s/he happens to be a PHB,
then you must deal with that person.

Also, it does no good if only you and the highest level know about
it. It HAS to be integrated into the entire plan. How do you expect
product engineering to know where there their impacts are for say,
building in MapIDs for context help. How can QA include the time to
verify that help works as designed? How do you know at what stages
deliverable are due? They doesn't appear by magic. ?

At my last gig, I was included in the weekly product engineering
status meeting where impacts to the project were included so that
both my and their input could be merged.

Exactly my point! Documentation has its own doc plan per release, but no
one knows about it (or sees the impacts of milestone changes) except Doc
because it's not on the R and D master plan.
