Whenever a tech writer asks me for advice about "describing screens", I
ask WHY they think it necessary or desirable to "describe screens". I
even do it when they don't ask for advice (hee-hee).

I don't necessarily agree. When something is new, many people appreciate a guide to what they are supposed to notice. When everything is new, they may not know what requires attention and what doesn't.

Also, both providing the screen shot and describing its elements accomodates both the verbal and picture-oriented. Verbally oriented people like me can become extremely frustrated if they are given nothing but a picture and, left to work it out for themselves.
