Which is why an effective manager is required to stamp
out ad hoc activity by tying test cases directly to specification
requirements. A badly managed test group is no less chaotic -
but potentially far more expensive - than a badly managed
documentation group.

I also have significant test experience - including
leading test planning efforts for mission critical
systems for the "star wars" missile program. It has
defintely been my experience that most testers
-especially systems-level testers - test whatever
happens to pop into their heads. To make up for this
deficiency, they create a whole bunch of these (mostly
ineffective) test cases.
