Perhaps the requirement was for technical documentation ABOUT Excel spreadsheets? Spreadsheet documentation, and even spreadsheet validation, is a legitimate requirement for some jobs. I have both in my portfolio.


In my years of work experience, I've only used
Excel to assist programmers with requirement matrices. Any suggestions are
appreciated.

The only person I've ever seen use a spreadsheet for routine writing tasks was an economist. To economists, everything is a spreadsheet.
