That seems really odd to me. Sounds like there may have been a
miscommunication between the hiring manager and the writing department?
At any rate, I would ask for further clarification before I submitted
anything. If that isn't possible, I'd submit some writing samples in
Word and some Excel spreadsheets (if I had anything appropriate) and
hope for the best.
