Phillip...this comment is based solely on a feeling that I get from
reading your emaail. I may be completely off-base and you are free to
hit the delete key at any point.
I get the feeling that the approach you take is "Here is everything I
can do and everything I want to do. Why won't I get hired?"
Instead, the approach should be "What do you need me to do and let's
see if I can apply what I know to doing what you want."
Like I said, this may be off-base, or it may be something to think about.

I think you put your finger on something in Phillip's post, and your response to it is one possible way to go. Your unstated assumption is that companies and managers always know what they need, and much of the time I'm sure that assumption is valid.
Another approach that might be valid in some circumstances (depending on Phillip's disposition) is this one: Here is a list of services I can offer you; and, based on what I see of your company, having me do a, b, and c for you will improve your bottom line. Let me show you how.
I guess what both of our approaches have in common, though, is the notion that if companies would rather outsource services than hire employees these days, the thing to do is compete for those outsourcing opportunities rather than banging on HR's door for a job interview.
