Unlurking, unlurking....

I have a problem that I hope someone here can help resolve. I am a Procedures Admin within a large government contracting company. Our procedures are published online after being amended and signed off by functional management. We have found, however, that the actual users are not getting the message that the process has changed. Now one could say that it's management's responsibility to get it to the actual users, users who are being written up by auditors for not knowing the document/process has changed, but all fingers are currently pointing in my direction as the villain. I, however, have no way of knowing who the actual user's are (BIG company).

I do get a list of all documents that have been published throughout the division, but it includes all the documents. There's a recently published list and I am also immediately advised when a document is published, but our people don't want to be advised of everything, only what pertains to them. How do I find out who THEM is?

I'm looking for a Best Practices - or at least something that works - or just some suggestions on how I can get this information filtered down to the users. Any ideas?
