<<I just received a call from the HR rep asking did I have anything more
creative because the samples I submitted seemed rather techie. She
suggested something that has more of a narrative tone. When I mentioned
that I've written company policies in the past, she went on to ask is
there anything creative that I've done, even if it's outside of the
workplace. >>

If you were going to write up a sample, I would suggest a short sample
based on training someone to do something like balance a checkbook, bake
a cake, change the oil, etc. Write it as a series of steps, maybe with
intro paragraphs describing prerequisites if need be. That's probably
as close as I can guess to what she might want. She may also be
"translating" from the hiring manager, and if you have interviewed with
them before, that might help you guess as to types of subjects for the
sample.
