Instruction in this case would be irrelevant.  There is sufficient
documentation
of regulatory requirements and common industry practice to make any
instance of a warning not preceding the applicable step the equivalent of
product liability quicksand.  Assuming, that is, that a document written
that
way doesn't get roadblocked by Safety before it's even released.
