David,

If you go back to my original post on the topic, what I was envisioning
was an elected, unpaid board that would handle policy, site content, and

list behavior issues and would select a hosting provider to handle all
administrative matters. This would include running elections and
handling membership bookkeeping. There would be no reason to burden
volunteers with anything as cut-and-dried as collecting and processing
fees. I don't think that needs to be part of the survey.
