My boss and I figured out how to do the InfoPops part of Eclipse help using
RoboHelp X5 and a cheap utility. It is not great, but it works.

I create a new RH project with no topics. I only create a glossary and
export it to XML. Then I use HTML Search and Replace (a $19 utility) to
search for specific codes in the XML file and replace them (or add after
certain codes) with Eclipse-specific codes. I tried this in a test, and it
works perfectly. The glossary terms become the context ids. The glossary
definitions become the descriptions.
