Better yet, why not call it the "prospects" or the "potential customers" list?

I concur that both Disburse and Disperse make no sense in this context.

Why name a form containing names of potential customers after the routing of the form (to be distributed to a group?) That should merely be a part of the routing information when the form is sent.
