WMV volume control problem

We were sent an 8.4 MB WMV file whose volume goes up and down in 2-3 second
waves. We do not have access to the source video from which the WMV file was
generated. In a perfect world, we would process that file with an
application that moderates the volume to a constant level. Any ideas?
