I don't think you'll be thanked for reopening this topic. :-)

However, it's not really a convention. It's more a general work habit,
established by experience by professional typographers and typesetters. In
other words, it's not simply a rule that's followed blindly.

It depends what the job is. If the job is straight writing, probably not. I
might wonder how well the writer knew the tools of the trade, but I doubt it
would be a reason for outright rejection.

If the job includes design, very likely. I suppose there might be a good reason
to double space on a particular project, and, of course, with a monospaced
font. However, on the whole, someone who claimed to be a designer yet
consistently double spaced would be undermining his or her own claim.
