As soon as I hear something like "A technical document is a how-to
document, not a product specification.", the switch in my mind goes
right to OFF. There are so many types of technical documents. No WAY can
a definition that limits technical documentation to such a narrow
description be taken seriously.

My last gig included several thousand pages of database definition. It
was ALL specification. It didn't tell how to do anything, because the
targeted readers were developers who had to read data from the
databases. It said not one line of how to do it. Just pages and pages of
tables.
