I think John is right.
First you should check, whether you use color gradients in your
windows title bar. A new PC system often comes with a LCD monitor;-)
and(!) with a standard OS installation. In such a configuration,
Windows XP & Windows 2000 are using color gradients in windows
title bars (e.g. from light blue to dark blue).
Such a color gradient will need up to 120 colors of your flexible GIF
256 color palette. Therefore the color palette available for the
windows content is fairly reduced. Consequence is dithering....
