I've released draft WebHelp, and yeah, there was a DRAFT watermark on every little page. This was just a big, faded background image.

In my case, it was for a beta release and the managers felt that it was important to make it clear that the documentation was not final. To them, it was crucial to avoid user dissatisfaction.

If you don't want to use CSS (as recommended in Chuck Martin's earlier post) you can also use the inelegant, but fast and easy enough, site-wide find-and-replace of the background tag.
