This is exactly what the problem is. The mac and cheese ones HAD cooking
instructions on the wrapper, and the pb&j ones DID NOT have an analogous
DO NOT COOK warning, so my wife extrapolated from the one to the other.

Personally, I think the problem is that some of the wrappers include
instruction and one does not. If some have instructions, all should have
instructions. Since the instructions are on the box I would bet removing
the instructions from all the wrappers would work as well (except there
would be the danger some would eat them without cooking) since it would
force the customer to refer to the box for instructions. Then again,
most candy has the instructions "do not eat wrapper" so one wonders if
there is a fullproof solution.
