Reasonable suggestion: Never resize GIFs.

GIF is pretty much a final-stage format for an image. That is, you
should do your rescaling in a format that handles it more gracefully.
The workflow using Photoshop is this, assuming the only image you have
available to you is a GIF:

1. Open the GIF in Photoshop.

2. Change the color mode from Indexed to RGB.

3. Resize the image.

4. Save the image as a PSD if you are going to use it for additional
purposes (optional step).

5. Save the image as a TIFF if you are going to be using it in print or
PDF, or as a GIF if you are using it only online.

If you have the option of acquiring the image in the first place in a
different format, though, that's the better course of action. TIFF is
your best choice for most purposes.
